The scheme works by allowing employees to benefit from a long term loan of bikes and commuting equipment such as lights, locks and panniers completely tax free. At the end of the loan period the employer is able to offer the sale of the bike at "Fair Market Value", typically 5 per cent of the original cost. The typical saving for an average tax-payer is between 38-45 per cent on the cost of the bike.
